Résumé

The legacy of the massive peri-urbanization process that marked the second half of the 20th century inFrance is deeply opposed to the doxa of sustainable development. As a fundamental component of the peri-urbanarea, the automobile system is particularly questioned by the scientific and political spheres. Although it oncerevolutionized lifestyles, it has gradually been pointed out as responsible for the increase in GHG emissions and forsocial exclusion that it helps to generate in "peripheral" areas. So how can the automobile be adapted to create moresustainable mobility in these areas? Local public institutions are beginning to identify this issue by supplementing thefew public transport services available in their areas with organized carpooling and carsharing services. This is notablythe case of the Mouv'nGo electric car-sharing service deployed since 2018 by Le Pôle Métropolitain Le Mans-Sarthepublic body, in partnership with Clem', a private electromobility operator, in the Le Mans peri-urban area.By characterizing its appropriation by local populations, analyzing the way they mobilize it and investigating theinterplay of actors in its governance, the thesis aims to measure, over its first three years of operation, the capacityof this territorial innovation to respond to local mobility issues and, more globally, to fit into the paradigm of sustainablemobility. First, our investigations reveal a very modest democratization of the Mouv'nGo car-sharing program in theperi-urban population of Le Mans, coupled with a diffusion that is, for the moment, limited to a niche audience.Secondly, the demonstration highlights the behaviors developed by carsharing and more particularly the virtuousaspect of the mobility behavioral changes it triggers. Although these changes are promising, they remain anecdotalover the first few years studied. Finally, based on the speeches of the various stakeholders, the thesis examines theprospects for optimizing this system by insisting on the importance of better integration into the local mobility systemat the very moment the implementation of the structuring Loi d’Orientation des Mobilités is beginning.
L’héritage laissé par le processus de périurbanisation massive ayant marqué la seconde partie du XXesiècle en France est profondément contraire à la doxa du développement durable. Le système automobile,composante fondamentale du périurbain, est particulièrement remis en question par les sphères scientifiques etpolitiques. S’il a, un temps, permis de révolutionner les modes de vie, il a progressivement été pointé comme engrande partie responsable de la hausse des émissions des GES et d’une certaine exclusion sociale qu’il contribueà générer dans les milieux « périphériques ». Dès lors, comment adapter l’objet automobile en vue de composerune mobilité plus durable dans ces secteurs ? Les institutions publiques locales commencent à cerner cet enjeu encomplétant les quelques offres de TC de leurs territoires par des dispositifs organisés de covoiturage etd’autopartage. C’est notamment le cas du service d’autopartage électrique Mouv’nGo déployé depuis 2018 par lesyndicat mixte du Pôle métropolitain Le Mans-Sarthe, en partenariat avec Clem’, opérateur privé d’électromobilité,dans l’espace périurbain du Mans.En caractérisant son appropriation par les populations locales, en analysant la manière dont elles le mobilisent et eninvestiguant les jeux d’acteurs de sa gouvernance, la thèse ambitionne de mesurer, sur ses trois premières années demise en service, la capacité de cette innovation territoriale à répondre aux enjeux locaux de mobilité et, plusglobalement, à s’inscrire dans le paradigme de la mobilité durable. Nos investigations révèlent d’abord une trèsmodeste démocratisation du programme d’autopartage Mouv’nGo dans la population périurbaine du Mans coupléed’une diffusion pour le moment conscrite à un public de niche. Ensuite, la démonstration met en évidence lescomportements développés grâce à l’autopartage et plus particulièrement le caractère vertueux des modificationscomportementales de mobilité qu’il déclenche. Si elles sont prometteuses, elles restent néanmoins anecdotiques surles premières années étudiées. Enfin, à partir des discours des différentes parties prenantes, la thèse examine lesperspectives d’optimisation de ce dispositif en insistant sur l’importance d’une meilleure intégration dans le système demobilité local au moment même où s’entame la mise en application de la structurante Loi d’Orientation des Mobilités.
